These charge-points are being delivered as part of the Local Electric Vehicle Infrastructure (LEVI) Pilot Scheme, with the second phase scheduled for rollout in 2026. I thought it might be helpful to share some additional details about the scheme and what it aims to achieve.

The LEVI Pilot Scheme is a government-funded initiative supporting the UK’s transition to electric vehicles, in line with the planned phase-out of new petrol and diesel cars by 2030. West Sussex County Council is committed to ensuring residents have access to the infrastructure needed to support this shift, both now and in the future.

The need for accessible on-street EV charging is growing. For example, many Motability providers are moving exclusively to electric vehicles, meaning residents without off-street parking who rely on these schemes will need nearby charging options. Businesses are also increasingly adopting electric fleets and offering EV incentives to employees, further driving demand.

While EV ownership may currently be limited, it’s expected to grow significantly. By installing charge-points now, we’re helping to future-proof our communities and make the transition smoother for everyone.

The charge-points being installed are 7kWh ‘slow’ chargers, specifically designed for residents without access to off-street parking. These are not ‘destination’ chargers, but rather ideal for overnight charging, taking approximately 4–8 hours for a full charge. These chargers also come with ‘Smart Charging Tariffs’ which offer cheaper overnight rates, enabling residents without off- street parking, the option to park near their homes and charge their electric vehicle overnight.

Under the LEVI scheme, each site will include a mix of active and passive infrastructure, typically two active sockets and four passive ones. Passive infrastructure involves completing all necessary groundwork (such as laying underground cabling) but only installing one charge-point column initially. The remaining spaces will be covered with baseplates and activated as demand increases. WSCC and Connected Kerb will monitor usage and respond accordingly.

At present, there are no plans to implement Traffic Regulation Orders (TROs) on these bays, meaning residents do not need to own an EV to park there. However, as EV uptake increases, we may consider enforcing these bays through a formal TRO process, which would include public consultation and an opportunity for residents to share their views. Existing TROs (e.g. permit-only, disabled bays, limited stay-times etc) will remain in effect.
